Is This A Flea Or Am Fearing A Fruit Fly? Haha?

Okay, I’ve grown up with animals and have had my FILL of fleas in my life and know what a flea looks like… well… at least I thought I did. haha
Currently, I have no pets and no pets have visited me nor I visited anyone who has pets. I’m in the process of moving and cleaning. On my windowsill in my bedroom sat 2 plants that have been there for approximately 2 weeks. One was an African Violet and the other was just a plastic pot that I filled with soil and added a handful of green bean seeds to which were all duds. Below them both, I had placed a folded paper towel underneath to absorb the water that would drip when I began watering it.
So today, I lifted the plastic pot (with the green bean duds) to toss it out as it wasn’t doing anything but sitting there, and as I lifted the pot, underneath on the very dry papertowel about 15 TEENY TINY black long bugs that varied in size from the TINIEST I’ve ever seen to about the size of a normal flea, started scrambling around on the paper towel. Naturally I freaked and thought OH no fleas! But, these were not hopping at all like the fleas I know of. I grabbed the pot.. threw it in a bag and got the paper towel and tossed that in the same bag and tied it off and threw it out. I then vacuumed the whole window sill and then washed it down as I noticed a few more were still on the windowsill. I also moved the African Violet plant to make sure none were under that one but nothing. I moved it to my living room.
Once I felt I got them all I threw my towel in the wash and that was that. However, later on tonight while laying ichy on my bed from thinking about it, I saw the littlest bug creepy on the edge of my bedroom window sill. I tried taking a picture of it but it was too fast. Then I remembered the trick of warm soapy water in a bowl and quickly tried that but they wouldn’t jump in.. so I dipped my finger in the water… lightly touched one that was crawling and placed it in the water. Before I could snap a picture the darn thing hopped out FAR out… couldn’t see it again.
So I ask you? is this a flea??? I’m not sure. I sprayed my flea spray like a maniac as I’m terrified of bugs and I HATE fleas! I wore white socks and stood in that area.. but nothing. I’ve tried everything I know so am on here now.. at 12:09am hoping someone can help ease my mind so I can sleep.
