How To Open Imperium Galactica 2 Setup ?

i got the imperium galactica 2 game , i know its old but i only knew such a game existed recently , so anyway i press on the setup.exe a menu appears but when i press install nothing at all happens
on the taskmanager proccess tab an setup.exe appears but nothing happens and everytime i press setup.exe more appear on the proccess tab but nothing happens , i tried closing them all and trying again but no use , i also tried burning the iso to a cd but also nothing , i have a windows xp sp2 , and note that the game has 4 iso’s and i have them all mounted , how can i make the setup run ?
