Can’t Open Any Folders?

I can’t open any folders, every time I try, it comes up with “Restrictions. This operation has been cancelled due to restrictions in effect on the computer. Please contact your system administrator.” I’ve tried a few things but to no avail. Note that this is NOT a problem with IE or any email programs, just my folders. I’ve scanned with a few anti virus and malware programs, nothing comes up.
If it’s worth mentioning, I have windows seven and CAN open the task manager.

    Make sure the User Account you are logged in to is an ‘Administrator’ account. You can do so by going to “Start> Control Panel> User Accounts” and checking the ‘Account type’ for your account.
    If it is an administrator account, you can create a fresh ‘Administrator’ user account and transfer all data files to it.
    Here are the steps to do so:
    1. Then, go to ‘Control Panel> User Accounts’ and create a new account. Name it something similar to the affected one (not exactly the same though) and select ‘Administrator’ for the ‘Account type’.
    2. Restart and log into this new account.
    3. You can transfer the data over to the new account by copying the folders in C:Documents and Settings and pasting them in C:Documents and Settings. For Windows Vista or Windows 7, look for ‘Users’ instead of ‘Documents and Settings’. Click to merge files when you get the prompt.
    If you get the same error message while trying to open the Control Panel, follow these steps:
    I. Click Start, type ‘cmd’ in the search field, right click cmd from the list above and choose ‘Run as Administrator’.
    II. In the ‘Command Prompt’ window, type the command ‘net user administrator /active:yes’ without the quotes and press enter. This enables Windows 7’s default ‘Administrator’ account.
    III. Restart when prompted.
    IV. The system will automatically restart in normal mode and you will see an option to login to the ‘Administrator’ account (which you just enabled).
    V. Now follow Steps 1, 2 and 3.
    You can disable the default ‘Admin’ by running the command ‘net user administrator /active:no’ if it bothers you. Hope it helped.
    Once you are absolutely convinced that all the files have been transferred over, you can delete the corrupted user account from Start> Control Panel> User Accounts.
