Can Anybody Translate A Phrase To Latin?

I have a friend, and his favorite quote is “The only worthless human is one opposed to progress”. He asked me to translate it into Latin (because I have a computer and he doesn’t). I tried a couple translators, but I want the phrase to have the right syntax/grammar. Can anybody help?

    Qui progressui obstat solus homo inutilis est–[He] who opposes progress is the only useless man/human.
    Edit: I think Confucius’ answer must be in Latvian.
